Small Business Relief remains one of the most practical concessions under the UAE Corporate Tax regime for resident companies and individuals that stay modest in size. It allows an eligible taxable person to elect to be treated as having no taxable income for a given tax period, which effectively means no Corporate Tax is payable for that year.
Who Can Claim the Relief
The core rule has stayed the same since the relief was first introduced. Revenue must not exceed AED 3 million in the relevant tax period and in every previous tax period that began on or after 1 June 2023. Note that the test looks at revenue, not profit. A business can make a healthy margin and still qualify as long as top-line revenue stays within the limit. Once revenue crosses AED 3 million in any qualifying period, the relief is lost permanently for all future periods.
Not every entity can claim it. The main exclusions are:
- Qualifying Free Zone Persons
- Members of certain large multinational groups
The relief is available only to resident persons. Natural persons running a business can use it once they become taxable, provided their turnover stays under the threshold.
Importantly, the relief is never automatic. You must actively elect it each year when you file the Corporate Tax return on EmaraTax. Registration and filing obligations still apply even if you elect the relief and end up with zero tax to pay.
The Extension to 2029
In August 2026 the Ministry of Finance issued Ministerial Decision No. 131 of 2026, extending the availability of Small Business Relief. Previously it applied only to tax periods ending on or before 31 December 2026. The extension pushes the final eligible periods out to those ending on or before 31 December 2029. For a calendar-year business this means the relief can potentially be claimed for 2026, 2027, 2028 and 2029, subject to the revenue test being met throughout.
The extension gives smaller UAE businesses and start-ups extra breathing room while the Corporate Tax system continues to settle. It does not change the AED 3 million threshold or any of the other eligibility conditions.
Practical Considerations
Businesses that expect to grow past the limit in the coming years should still plan carefully, because once the threshold is breached the relief disappears for good and losses incurred while claiming the relief cannot be carried forward. For many small operators the decision is straightforward: if revenue is comfortably under AED 3 million and the other conditions are met, electing the relief simplifies compliance and removes the tax liability for that period. Those close to the threshold, or those with more complex structures, may want to model both options before making the election.
