What Is E-Invoicing in the UAE?

E-invoicing is a new way of issuing, exchanging and reporting invoices electronically using a standardised digital format.

Unlike regular PDF or paper invoices, e-invoices contain structured data that can be processed automatically through approved systems.

In simple terms, your invoices will need to follow prescribed electronic standards, with invoice exchange and required tax data reporting facilitated through an Accredited Service Provider.

Important: Sending a PDF invoice by email does not, by itself, qualify as e-invoicing under the new framework.
Peppol 5-corner e-invoicing model in the UAE: the seller (corner 1) sends the invoice through the seller's Peppol access point (corner 2) to the buyer's access point (corner 3) and on to the buyer (corner 4), with secure transmission between access points and real-time tax data reporting to the Federal Tax Authority (corner 5), which validates and delivers.

Does E-Invoicing Apply to Your Business?

The new requirements generally cover in-scope business-to-business (B2B) and business-to-government (B2G) transactions.

They may be relevant if you operate a:

  • Mainland or Free Zone company
  • Trading, contracting or manufacturing business
  • Consultancy or professional services company
  • Logistics, distribution or service business
  • Business issuing invoices to corporate or government customers

What about B2C transactions?

Business-to-consumer transactions are currently excluded from mandatory e-invoicing until a further ministerial decision. Other applicable obligations should still be assessed based on your business activities.

Not VAT registered? That alone does not necessarily mean you are outside the e-invoicing requirements. Applicability depends on the relevant rules and transaction types.

Delayed E-Invoicing Compliance May Lead to Penalties

Under Cabinet Decision No. 106 of 2025, administrative penalties apply to specified e-invoicing violations after the relevant requirements become mandatory.

Penalties for e-invoicing non-compliance: Not implementing e-invoicing or appointing an ASP within the required timeline - AED 5,000 for each month or part thereof; Failure to issue and send an electronic invoice to the buyer on time - AED 100 per invoice (max of AED 5,000/month); Failure to issue and send an electronic credit note within the required timeline - AED 100 per note (max of AED 5,000/month); Failure to inform the Authority about a system failure within the prescribed timeline - AED 1,000 for each day of delay or part thereof; Failure of recipient to report a system failure to the Authority within the required timeline - AED 1,000 for each day of delay or part thereof; Failure to notify the ASP about changes in registered data within the prescribed timeline - AED 1,000 for each day of delay or part thereof.

Penalties apply according to the specific violations, prescribed timelines and conditions under the applicable legislation.

Beyond penalties, inadequate preparation may result in invoice processing delays, rejected electronic invoices and operational disruption.

Risks of non-compliance: failure to select an Accredited Service Provider (ASP), failure to generate compliant electronic invoices, incorrect or incomplete invoice data submission, and delayed invoice reporting to the PEPPOL network. Potential consequences: financial penalties, compliance notices, operational disruption and increased audit risk. Non-compliance impacts not just financial standing but also reputational integrity and business continuity in the UAE market.
